Under starter's orders...

Any information on this plant would be much appreciated. I've never seen anything quite like it. It was at the edge of a carpark on Okinawa island. I like how another one is just about to bloom on the left, hence the title.

Is it some sort of crysanthemum? I can't quite see the foliage, but the flower could be... I just love the detail you've picked up, and the depth of colour.
